Exemption from Differential Fees
I – International Students
Beginning in September 2007 newly admitted International Students who register in a Bachelors, Masters or PhD program will be exempted from the differential fees for approved courses in French Language, Literature and Québec Studies only. They are required to pay the differential fees for all other courses in their program.
Also beginning in September 2007 International students who register for French courses as part of a certificate, independent, visiting,
qualifying, or diploma program will be required to pay the differential fee for these French courses, regardless of when the student first registered at Concordia.
*International students accepted to approved programs in French Language, Literature and Québec Studies prior to September 2007 may continue to receive the exemption for all courses in their program as long as they maintain full-time registration status in that program. International students who were in an approved French program prior to September 2007 may lose that exemption if they transfer to a new program or a new degree as of September 2007. Please refer to information in Section II below.

II - Canadian Citizens and Permanent Residents who are Non-Quebec Residents
Canadian citizens and permanent residents who are not Quebec residents (as determined by the Ministry of Education) are normally required to pay additional differential tuition fees. These additional fees may be waived in whole or in part for students registered in approved French programs or courses, as indicated below.
*These rules also apply to international students accepted prior to September 2007.
Graduate Programs:

Students registered on a
full-time basis in one of the French programs listed below may be eligible to pay Quebec fees for all of their courses, subject to certain conditions.

Note: students who register only part-time for a given term, who take less than 6 French credits in a given term, or who are in the 1st 30 credits of a 120 credit Major program or the 1st 18 credits of a 108 credit Major program will be subject to the guidelines in II below and be exempted from the differential fees for approved French courses only.
Eligibility Conditions
- MEP (108 credits) and ECP (120 credits) students in one of the Major programs may be eligible for the full exemption ONLY for the last 90 credits of their program.
- Students in an approved French Major or Specialization must legitimately be completing the requirements for the program they have been accepted to and must register for sufficient French credits to be eligible to pay Quebec fees (see table below).
- Students must be registered on a full-time basis in a given term to be eligible for the full exemption.
- Full-time status for purposes of the exemption means 12 credits for each of the
summer, fall and winter terms.
- When verifying if the student is registered in French courses, all French courses with a notation of DNE, CAN-T, or CAN-R are excluded from the count. French courses with a notation of DISC or MED are included because the student is still required to pay for them.

These assessments will be run at set periods throughout the academic year and are run in conjunction with the Accounts billing deadline and the DNE deadline. Billing adjustments will be made to student's accounts only at that time. Approved late withdrawals and late adds for French courses will result in a readjustment of your eligibility and may result in additional charges if you are not following the registration eligibility requirements indicated above.

Students who are not in the Major or Specialization (see I above) are eligible for an exemption from the differential fee for approved courses in French Literature, French Language and Quebec Studies on a course basis.
Billing will be dynamic at time of registration.
Example: a non-Quebec resident from Ontario in a Major in Psychology who registers for 12 credits in Psychology courses and 3 credits in an approved French course for the Fall term, would pay the Quebec rate for the 3 credit French course, and the out-of-province rate for the 12 credits in Psychology courses.
